Local authorities in high needs funding programmes

Delivering Better Value (DBV) and Safety Valve programmes give extra funding to local authorities facing the greatest financial challenges. 

The Safety Valve programme targets the authorities with the highest percentage deficits, while the DBV programme targets authorities with slightly smaller deficits. 

35 local authorities are enrolled on to the Safety Valve programme, while 55 local authorities are on the DBV programme.
